Exemption from payment of fees pursuant to § 6b Paragraph 5 item 2 of the Hamburg Higher Education Act (Hamburgisches Hochschulgesetz) due to a disability or chronic illness that impedes studies

Students with disabilities or chronic illnesses are exempt from payment of fees if their studies take longer by two semesters than the standard duration of the course of studies for which they enroll. This arrangement is designed to make up for the disadvantage that often results in students with disabilities or chronic illnesses taking longer to complete their studies. Under the Hamburg Higher Education Act, students with disabilities or chronic illnesses have the opportunity to claim exemption from payment of fees at the earliest when the completed period of studies exceeds the duration of entitlement to defer payment (standard duration of the current course of studies plus two additional semesters, with periods of study at a German state university or a state institution of equal rank being taken into account).
This means that no exemption is possible if the period of studies completed is less than the period of entitlement to defer payment of fees.
