Parameter handler for short lists of type TRCList.

This parameter handler is designed for short lists of type TRCList. In contrast to TRCListParamHandler this handler write/reads only ony antry to/from an ini interface while each element of the list is encapsulated by braces ("{", "}") and the elements are just concatenated.
